		<description>As the author, I assure you that our question &quot;Is Special Education appropriate even if the child is eligible?&quot; speaks to our preference for full inclusion with an individualized education plan (IEP).  Further, we do not feel that special education is appropriate for some children in school settings were they are not likely to receive quality instruction.  

Many children placed in special education fall farther and farther behind their peers, and seldom return to general education.  It is my opinion that if the child is not going to achieve at grade level, he may as well be gaining the social experiences and interactions gained in the general education classroom.</description>
